The new rulebooks are used to keep the U.S. Army's rules and methods under constant review. They also afford the opportunity to substantively modify current U.S. Army doctrine in an effort to streamline operations while expanding the ability of U.S. soldiers, machine gunners, and commanders to fully leverage all the new technologies on the battlefield. The goal is to produce a doctrine that is more readily adaptable to all future challenges on today's battlefield. The DoD objective of the Quadrennial Defense Review is to keep the Army overmatch to a minimum and maintain the current force structure balance, said Army Vice Chief of Staff Gen. Mark A. Milley, adding, “We also want to hold the force structure so that we have the ability to surge into a combat zone if needed.”9 This is important as new technologies continue to emerge, the threat evolves, and the size of the Army remains stable. By bringing strength to bear where it's needed and leveraging the unprecedented firepower and lethality available on the modern battlefield, the Army can make a strategic difference, he said.13 The Army will need to ensure that its dynamics in training and doctrine remain robust. This includes safeguarding core values, maintaining doctrinal continuity, and focusing on the Army's strengths.
The Army has also looked at how attacking a given threat in a conflict situation might change the dynamic of a battle or completely change the flow of battle. How might a fire team change once the enemy engages the squad? How will a squad change once the enemy engages the squad? The questions are intriguing, said Lt. Gen. Thomas V. Bostick, commander of U.S. Army Forces Africa. “We know that the enemy moves and we move. We have to move, or the enemy won't move,” he said. “If you can determine that and properly target, plan, and execute, what will the enemy do? How will he stop us? How does that change the outcomes we are going to achieve?” To restate what sometimes needs restating, Bostick said, “We are going to fight in conventional operations, and we will use any tool necessary to achieve that and to make it work for us.”14 d2c66b5586
